Credit card for improving rating?

I was going to post this on the DRO and IVA forum but it seems to be seldom used so thought I would try here first.

So I'm 9 months into my DRO, will be discharged in January. I have been told that, in order to improve my credit rating (I like to see it as starting afresh) I should apply for a high interest, bad credit, CC. Is this right?

If this is the case then which one is the best? I'm of the thinking that Vanquis are a no-no as they were named on the DRO? And is this really the best way to start things again or are there other ways?
