Gaudi Wannabe builder

Hi Everyone,
My I share a large chimney stack with my developer neighbor (he doesnt live in the house but just rents it out). A few months ago the chimney started leaking during heavy rainfall. He wanted to remove the entire stack but I refused this as I still have a working fireplace, I therefore paid for the replacement of the shared box gutters and the baseboards. This wasn't a cheap affair.
However, he then goes and plasters over his half of the chimney in a thick horrible cement that now makes the whole chimney look like a bad Gaudi design. Its horrible to look at.
Does anybody know if he is even legally allowed to do this? He has since removed all the scaffolding and has left the site but I am not happy with this. He says he is securing his half of the chimney and its the only way, although the roofers I employed and paid for did a really good job on my side and maintained the look of the chimney.
Is this something I just have to live with? He is a dodgy builder to say the least!

As long as it's only his half of the chimney that he's made look like a dogs dinner then I think you'll have to live with it. I don't hink there's anything you can do as it's his property and he's entitled to do pretty much anything he wants to it unless it requires planning consent... Maybe he likes the look of it?0
