UKPC parking charge notice - McDonalds

Hi,
I received a parking charge notice from UKPC for McDonalds near Elland Road in Leeds a few weeks ago. To pay £50.00, raising to £100.00 after 14 days.
The charge is for spending 1 hr 42 mins there (had a break during work, went for a couple of coffee's and to do some paperwork being a couple of hours from home) - It turns out this exceeds their allocated time limit (which I believe would be 1 hour or 90 mins?)
I read a few threads on here and decided to take the advice to ignore it.
I have now received a second notice making demands for the £100.00.
My concern is that it mentions a new law coming into effect from October 2012 - The protection of freedoms act, relating to schedule 4.
I'm no genius when it comes to this sort of thing, so I wonder;
Is ignoring these notices still the way to go?
Has anything changed that means I really SHOULD pay this notice?
Are they still the same bunch of scam artists?
Is this going to escalate and hit me even harder if I ignore it?
Any advice will be greatly appreciated.

You certainly haven't read any current threads or even searched for McDonalds .
I am almost tempted to ignore your post, but if you promise to read the last few pages of the POPLA Decisions sticky thread and then search for McDonalds on the last 3 months, then you will get some help.
First of all, date of contravention.
Was there a windscreen ticket?
Date of Notice to Keeper?
And do read at least 5 or 6 current threads as well to see the thrust of current advice.
Ignore is NOT an option with this mob at present, if I have got the right PPC.0 -

Is this going to escalate and hit me even harder if I ignore it? PROBABLY NOT WITH UKPC, BUT WHY WOULD YOU IGNORE A FAKE PCN WHEN THAT'S NOT CURRENT ADVICE?
Trouble is you haven't read current threads...and you may have missed the deadline to appeal now. But then again this is only UKPC!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
