Gas/Electric and Water pipes - insurance?

We have been receiving info thru the post with regard to paying "insurance" cover for gas,electric and water pipes that run to the meters and stopcock on our properties. The utilities say that they are not responsible if there was ever a problem as they run to each property which is private property. Has anyone else received such bumpf??

    The utility co is responsbile up to the meter. After this point it becomes the householders responsibility. Several companies provide cover for internal wiring and plumbing.
