Appeals not in English

Just an idea: would it mess with the parking companies if appeals were sent in in a language that wasn't English? The parking prankster may consider Klingon or Elvish, but I was thinking of something closer to home - Welsh. As far as I am concerned, Welsh is fully legal for all official communications. Do you think that all these companies have Welsh-speakers on their appeals desks? How about POPLA? I'd love to be able to write in Scots Gaelic too, but not being Scottish can't do so, and also don't need to, as I understand the Scots don't suffer these parasites.
