About 6 /7 years ago I won one year back from RBS. At the time the bank sent out the award they also sent out a letter for me to sign saying if I excepted that award I would be unable to claim back any other years I had loans for. Someone has told me that again they were wrong to do this and I can still claim back the other years. I just want to check if it is true

It's not a case of "claiming back" your money. You have made a complaint and they have made an offer to settle it. You have accepted this of your own free will and signed a legal disclaimer to that effect. So no, unless they're feeling generous you can't complain about it again. Doesn't mean you can't complain about other policies though.0
