iPad-clear history and create more storage

Firstly, how do I clear the history and empty recycle bin.
It's also showing as not enough storage-how do I manage storage
I think it might also have to go in for repair? As it's got a small line appearing on the screen

To clear history - go to Settings > Safari then "clear history" & "clear cookies & data".
There is no recycle bin on iPad.
To manage storage - go to Setting > General > scroll down to Usage & you can then delete apps etc you don't want to make some space.
As for the line on the screen I'm not sure to be honest - you could try a "hard reset" - press home button & power button at the same time until the iPad powers down completely (ignore the "slide to power off" screen & keep both buttons pressed until it goes off), then turn iPad back on again.

Emptying history/cookies will only release a tiny amount of storage. You need to look at which apps are taking up all the space.
Don't use iTunes as that only tells you the size of the applications and not what other data they are storing.
As BlueFox says above, go to the iPad itself and look under "Settings" "General" "Usage" to see which apps are the largest and delete them if possible.
For example, yesterday I needed to free space on our Ipad, iTunes told me that the BBC Good Food app was taking 250K, but from the iPad it showed it was using over 6GB because of all the downloaded issues stored on the device.
Also, make sure all your music and videos are not being automatically synced as this can take up lots of space too.
If the line is very thin and straight it could be a damaged row/column driver on the screen or a bad connection. What happens if you flex the iPad (from opposite corners, like the action of wringing out a sponge, but LIGHTLY)?
