I am currently thinking of applying for a new card, as my Tesco CC is coming to the end of its % period.
If I was to get a BT card with a 15 month % period that includes purchase % for the same 15 month period, would this period be from the start date of card.
e.g. I transfer £1000 on day1 but I do not do a purchase till 3 months later would this purchase only be % for the remaining 12 months?

Yes any concessionary rate periods start from date of issue of card.0
