When the above printer is not in use is it best to turn it off or is it best to leave it turned on all the time.

Turn it off, otherwise you are wasting electricity.
Everytime you turn it on it will run through a purge cycle which will help keep the heads clean.
The purged ink goes into a felt pad under the printer and a chip in the machine counts the cycles and head cleans. It knows how much ink is taken each time and how much the felt pad can hold.
When it reaches the limit it will stop working and refer you to Epson for maintenance. Open the machine somewhere safe (lots of mess!) and wash the pads in loads of water until it runs clear.

SSC Service Utility is mostly a discontinued project so may not work with newer printers.
To my knowledge, all Epson printers have a waste ink counter but using compatibles does not affect the ability to reset the counter.
You may need to use WIC Reset for newer printers, though try SSC just in case it does work, because the WIC Reset has a use once key for around £5 or so

The purge "bin" will only hold a certain amount of ink, so the printer knows that purging more will cause it to overflow onto your nice clean table. So it's actually a good idea.
The issue is that the printer manufacturers use it to force you to buy a new printer as it's cheaper than paying a service centre to repair it.
SSC was a project created by an individual. Unfortunately the printer manufacturers cottoned on and made it very difficult to hack the EEPROM chip.
If your printer is supported by SSC then stick with it.
If not, then be prepared to upgrade when it stops working.0
