Sound Proofing

I've recently moved into a semi detached house! the downstairs is not so bad (a little background noise from TV next door) but I can hear next doors TV in the upstairs bedroom, so much so that it is keeping me up at night....they like to watch tv until gone mid night! The chimney breast is covered over and the carpet has no underlay. Is it best to insulate the loft and also under the flooring, by adding a thick underlay (including under the floorboards) in an attempt to reduce airborne noise from next door? I could also patch up the floor boards if they have gaps in them!
Any further advice of what to do and even any links to products that I could get cheaply and easily from say b&Q or Wickes that would do the job and reduce (if not removed) all the noise?
I've only been living here 6 weeks and its starting to affect my sleep!
Would it also be best to speak to next door to find out what their house layout is like to try and work out where the noise is coming through? any ideas of how to identify where the noise is coming into the property or any good guesses would be appreciated.
Really appreciate any help and advice to get this sorted.

I'd would have a polite word with the neighbours first just to gauge their reaction.. they might just turn the volume down a notch or two.
If that fails then you could either go down the environmental health route and lodge a complaint about noise, or to keep the peace between you and the neighbour go down the insulation route.
On the insulation side of things try the roof and under the floor first to see if that makes a difference, then if the noise is still persistent then stud the wall out, back fill with something like rockwool then board over with gyproc sound board, excessive - yes but that should cut the noise out then. You may click thanks if you found my advice useful0
