lots of post to people who have never lived here

I'm not sure if this is the right place?
Over the last year or so I've been getting increasing amounts of post for people who don't and have never lived at this address, and I've no idea who they are.
these range from utilities (british gas), pension and other financial companies and the latest one from someone who appears to be claiming benefits using my address as a c/o address (I opened it in error:o).
I've lived in this house for 11 years and know the people who lived here for 7 years before that so I know this isn't a failure to redirect.
I always send these letters back marked "not known at this address", and have now resorted to ringing the companies to let them know, but even that doesn't always seem to work, and when I ring - not everyone believes me! I'm not sure how I can convince a company that a) I live here b) the person they are sending mail to is unknown here and c) that whilst this may be a clerical error - it might also be fraud?
It's also getting much more frequent, I'm getting at least one per week now, lots of different names. Has anyone else had this? is there anyway I can restrict delivery of post to the named people who actually live here?
