What to offer - If work is required on property

OK it seems that 12% less than the asking price is a good starting point for property down here.
But what about if the property in questions needs work doing, for example
property on at £200k but needs £13k of work doing to it (double glazing - damp coursing and structural repair).
Should i think of offering £200k minus £13K for the work and then 12% less therefore £168,300?
Seems to be too much reduction

An offer is an offer
They can only say "No" or "Yes"
Then maybe up it by £3k at a time till they bite

despite offers being offers, some people may have priced in the fact that work is needed and therefore be less open to a reduction. How does the asking price compare to other sold properties in the area?0

One property is £10k more than two doors away that has just sold!
The other one I don't think they are aware of the problems or how severe they are. When I pointed them out to the EA he was oblivious to them - or so it seemed!0
