Redundancy offer after Maternity leave

Hello, I am after some advice for my fiancee if anyone can help. Sorry for the detail.

My fiancee works for a company as a receptionist, and she worked weekends and half a day Monday morning. She went on maternity leave in February. Just before she went on maternity leave, she had to train another department to cover her role before she went on maternity. My fiancee is due back to work on 07/10/13. She has had a couple of meetings with her work who have told her that her current role is unavailable because they have had a re-organisation in the company, and the accounts department now cover her role at weekends. The first she heard of this was her first meeting on 13/09/2013.
They said they could offer her a job in the canteen, but they could not offer her the hours she currently has. My fiancee said that she would like to work during school hours, but the manager said she may have to work some days during school hours. She rejected the job offer.
The manager said they could offer her redundancy, and they would send a letter explaining the redundancy (I would attach the letter but don't know how to attach PDF). My fiancee is upset, because they imply in the letter that she refused to work weekends which she did not, and that they could not offer the hours she wanted.
They state that 'they do not consider her to be a risk of redundancy', but I feel that they have deliberately offered what they have so that she would refuse - in other words, she is not needed.

Where does my fiancee stand in regards to fairness?

Doesn't the company have a obligation to advise her of redundancy as soon as they knew that she was not needed?

My fiancee would love to go back to work, but now she has two weeks to find a new job before she is made redundant.

Any help would be appreciated.
