OOS - Refund help

Ordered an item online that the website showed as in stock, order was processed quickly and money was taken. The next day the company contacted me to say the item I ordered was OOS and there was at least a 3 week wait for more and offered an alternative, I declined, asked for the order to be cancelled and for a refund.
They became instantly non responsive, and the usual quick replies stopped altogether and I am now being ignored.
Do I really have to allow them 30 days to return the money to me? Is there no way to speed this up, or anything the bank can do? (paid with a visa debit card)
If they are allowed 30 days to refund what happens if in 3 weeks they attempt to deliver the item instead? I understand I can refuse delivery but won't that hold up my money even more? :mad:

No it won't hold your money up more (legally) as you have cancelled the order. They still need to refund you within the 30 days of cancelling regardless of whether they send you anythingOne important thing to remember is that when you get to the end of this sentence, you'll realise it's just my sig.0

Arghh. So unfair they can take payment for an item they have not got then sit on my money for a month and in the mean time I cannot purchase another until I receive a refund!
