paint suddenly bubbling on a chimney breast

I have a Victorian Terrace with a large upstairs bathroom. The window / and or doors are always open when i shower. I noticed today the pint at the bottom of the chimney breast has air bubbles. A quick google search says its it moisture but I have no idea how to go about finding the source of this.

Those paint bubbles are also called blisters. To fix them, you have to remove them by scraping and sanding. Make the surface smooth. Then apply a primer before applying a quality acrylic latex paint.
Possible causes for this

*did you use oil base paint instead of latex?

The paint has been on for 7 years at least, (before I even moved in). No more painting since. looking at the tin in the shed it was wilkos bathroom paint. just concerned why they have suddenly appeared.0

Just some other things to check - does the chimney have a rain cover on top? could water be getting in that way if not?0

I can't tell, I can't tell which is mine or next doors (they are one behind the other rather than side by side). I imagine which ever one has the problem is bound to be mine. I will need to get a long ladder, also ask the people on the other side for permission to use their garden (for the angle of the ladder). Arrggh. Why can't my house just behave its self!!!0

my bathroom has a false ceiling like an office ceiling, I have looked at the chimney breast above it which is just plastered an d i can't see anything there. However occasionally I have heard one of the radiator rattle as if it is filling but the heating is off, the taps are all off. I don't know how it connects to the other radiator at the other side of the chimney breast,perhaps it is coming from the floor not the top. it could be a false lead though.0
