Does the roof need flashing

Our house buyer had a quote for flashing on our roof and want's us to pick up the cost before completion. Problem is I'm sure it doesn't need it.
Our house is officially an end terrace but was built 10 years after the adjoining house. As such there is actually a gap of about an inch or more between the properties which is visible from the back of the house but not the front as the front gap appears to have been pointed with mortar for neatness. Both our house and next doors have twin skin wall construction, so both of the walls where the houses 'join' are external specification, and have been, without incident, for over 100 years. It's between these walls that the lack of flashing has been observed - I say it's not needed and never has been. In fact, I wonder if it was left off on purpose and by adding it they are potentially causing a problem.
I think their roof 'specialist' looked at it from the ground, probably not realising the nature of the wall construction, and saw an opportunity for work. Sure the buyer can add flashing if they want but it's not NEEDED and therefore not in our remit to pay for it.
Anyone have any thoughts as to if my assumptions are correct?
