Gift Letter and conveyancing nightmare!

Well, the purchase of this house is still dragging on.
Estate agent has been ringing us asking us what is going on and the solicitor has lost and found various letters to them which is holding up the process but they magically found all the letters Friday.
Today I received the real reason for the hold ups when my solicitor sent me my contract to sign with the correspondence between the solicitors.
The vendor bought the house without a completion certificate on a garage conversion, while they where going through the conveyancing process the people they brought of contacted the council to get a certificate but this didn't happen for whatever reason, my vendor apparently knew nothing of this retrospective query, those in the know will know this invalidates the indemnity insurance.
So, now my solicitor is asking them to get a completion certificate....
Is it possible to get a completion certificate on a 5 year old build, what is the likely hood of this?
I have had a survey done on the conversion and am happy with it, it has its own water supply, independent central heating (with boiler) and a mini conservatory on the back so quite a house in itself, also the flat roof has certificates from 2007 covering re felting and waterproofing.
the house is a good £20k more than any other house on the street, due to the extensive space it has with the garage conversion and other alterations.
I would complete without the certificate but I would want the liability insurance that wasn't invalidated!0
