I did come on here and pick up tips, hence why I mentioned a lot of the acts that I did in my appeal letter, unfortunately I have not mentioned the ones that may have mattered it appears :-( I have also emailed the manager of the shopping centre on 3 occasions without reply and emailed the owners of the shopping centre without reply. I have also written to our local paper re this, but that was only yesterday after appeal refused to warn others. I am just really worried about this, I have never had anything like this before and not happy re the volume of mail being sent by this company adding more and more charges on each time and the tone of that mail. It is obvious they are a cowboy company I know but still worrying0

Why are you worried ? These jokers don't do court, but you could for harassment from ANPR Ltd, if you are so minded you could send to each of their registered addresses a notice before claim and take them to court if they don't desist in this.
I would think that when they get formal notification through snail mail you will get an answer from them, they would be frankly crazy not to answer a potential claim, it will cost them more to defend this than the claim would be. But the idea is just to get this cancelled.

As has been said, this jokers use intimidation, smoke and mirrors into thinking that you have to pay up.
Of course there is a minute chance that they will take you to the Small Claims. In the unlikely event that this happens and you see Elvis in the waiting room, come back here.
They well know that if you come back here and get a strong defense, then they will be laughed out of Court and land up paying for it.
Remember, that this is merely a request for monies over an alleged breach of contract between the driver and the PPC. To say that it is enforceable is laughable to say the least.
Going to the Shopping Centre Manager or Shop Store Manager should see this scam stopped in it's tracks. Don't take no for an answer, play on the disabled angle, threaten the local press if they won't listen.Search my post " PoPLA evidence - What to submit" on what is a good defense for a PoPLA appeal.0 -

Re the junk mail, what you need to know is that for years we have all happily ignored any fake PCN and then all the debt collector junk that followed. I have ignored 3 myself and laughed at the stupid threatograms. People here have collected hundreds over the years. Obviously you'd need to take seriously one of the following:
- a letter before claim (or letter before action) from the PPC or solicitor (BUT NOT from H&S or other debt collector)
- actual small claim papers from Northampton
...but in reality these rarely happen and if it's ANPR Ltd they are ex-clampers who send intimidating letters and have NEVER tried court. IMHO they are very unlikely to get the court process right if they can't play fair with their letters. Expect junk mail from H&S who are a fly-by-night husband & wife debt collector which we believe have a connection to ANPR Ltd (which isn't allowed if it's in-house, unless it's declared in the letters. This could lead to further complaints, Trading Standards and Office of Fair Trading perhaps).
Is this ANPR Ltd? If no, then who exactly?! If it is them then frankly I would CERTAINLY not be paying them a penny as they are the worst PPC we know about in terms of misleading letters - you'd have beat them at POPLA easily with just a few more appeal words for the adjudicator to grasp onto.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Right, now, do you want this cancelled or not? If so then you MUST complain to the Retail Park/Shopping Centre owner or managing agent. Please...please... no reply saying you 'don't know who that is' (Google the name of the Park). Complain like in this example by Caryl2506:

I pointed out that they boast on their website that they understand the needs of disabled shoppers so was I right in hearing from him that he didnt want his car park full of disabled people as this is basically what blue badge holders are. In his opinion blue badge holders are notorious for abusing the blue badge system and use it to park all day for free while they go to work in the local areas. He also said that bluebadge holders who dont require wheelchairs stay too long in the wider bays and wheelchair users complain. I pointed out we were parked in a normal space and he said same rules no matter where they park. So in conclusion, manager not interested, he did say t me though that the government use ANPR limited to advise them re best ways of controlling parking??? is this true, I seem to remember them being the subject of a number of watchdog episodes from their clamping days? I
I have also emailed BPA to see if they are aware that this company are breaching their code of practice 16.5.
I have emailed the company who hold the shopping centre also, GVA dixon webb. Is there anything else I could be doing?

I think I would write a letter to the local Trading Standards Officer at the Council. Do not phone, you can never get through to a local TS officer and will be fobbed off and diverted to a central consumer useless helpline.
Collect a few of the next letters from H&S first, if you like. They are astonishingly bad - look, (against the debt collector guidelines from the OFT) they send out SPOOF Court papers and also a chavvy and gobsmackingly ridiculous 'invitation card':

Be ready, collect some of the H&S twaddle (watch out for real court papers, just in case!) then report them to Trading Standards...I mean report ANPR Ltd and the Manager of the Retail Park. They break most aspects of the Code of Practice and he has failed to make 'reasonable adjustments' of time so is guilty of discrimination (you may have to spell out why, to the TS Officer, pointing out the EHRC website where they publish the statutory ''Service Providers' Code of Practice re the Equality Act 2010''. Where it clearly shows that this is indirect disability discrimination.
Bottom line, if you are up for this fightback idea, ultimately?! A small claim completed yourself at your local County Court naming both parties as having breached the Equality Act 2010. The remedy for breach is monetary damages for distress, for you to claim, plus court fees plus interest/small expenses.
But if you can, I would firstly try to get the Manager to email you - so you have a paper trail of his views about disabled people. Is there anyone above him? Landowners, try to find out? They may well be horrified about his ignorance of disability discrimination!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
