Turning water off from outside stop c!!k

Hi,
we have a stock c!!k inside the house but its seized and the next water stopper is outside on the payment, we wanted to get our plumbing sorted as well as the stop c!!k and replace the lead pipe coming into the house stop c!!k from the outside stop c!!k.
can anyone give me any advice on how too get my cold water stopped and what tools i might need to turn the water off from the outside.

Turn off the outside stopcock (clockwise for off) all being well you won't need any tools - if it won't turn then I would phone the waterboard and suggest they repair it.0

last time we checked which was quite a few years ago we needed a tool,
do you know which tools we might need i will check again tomm.0 -

If it is not too deep or too stiff an adjustable spanner can be used.0

even if its deep, you can make a tool out of a long piece of wood. just cut a V or a U in the bottom of the wood and use that as a lever. (make a hole in the top for a bar lever). simple and free.
you might like to soak the tap in some wd40/eazit fluid type stuff for 24 hrs first.Get some gorm.0
