Talktalk - are they falsly getting new customers?

I joined talktalk in July 2013 for my broadband and telephone, I placed my chorder online with their special offer of £70 Love"Shop vouchers.
It is now over 2 months and I have spent alot of time chasing them for these vouchers and I keep getting different reasons, once promised in August that I was entitled to them and they would be posted out in 7 days, last one was that I was not entitled to them, funny I have a screenshot dated to prove that I am and also have confirmation from Talktalk that I am.
My last telephone call was today where I have suggested to them that they are using a marketing promotion to draw new customers in and not actually intending to send out new customers the vouchers.
I have requested they send them out within 7 days or I intend to take this matter further.
Has anyone else experienced this or suggestions what my next step is?
I am happy to move suppliers now as the call centres are rubbish and I am very cross with the fact they are lying and mis advertising.

Your next step is allowing them to remedy the breach in contract by bringing it to their attention in writing (apologies if you've already done so but I only remember references to telephone calls) and give them a deadline to resolve it by (a reasonable one though, 14-28 days perhaps).
You could also suggest an alternative, such as £70 off your bill. Or £80 to make up for the inconvenience (they're not legally obliged to offer anything for inconvenience but it doesnt hurt to ask).You keep using that word. I personally also find Talk Talk overseas customer service representatives pretty awful to deal with, as many seem to have poor communication skills and seem to lack knowledge. Thankfully I only have to very occassionally deal with them and I do find their package prices are very reasonable, which is why I stay with them. I have emailed the CEO in the past and found that gets a very quick response, with matters sorted out within 24 hours. I joined them in july and my vouchers were delivered by post within a week.0

Thanks all for your responses. I will be emailing the big chieft today as I find the general slapdash approach to be very typical of these big companies.0
