Whatever happens across the whole country local supply is often more important to the market. If there are 5 similar properties for sale in your area and only a few buyers then I just cannot see how the house price can go up. If there is a shortage of 3 beds for sale then they probably will.
Whatever the statistics show for property increases they are never uniform in area let alone across the country.
From what you have said about the market I would say that offer isnt an insult, whether its enough only you can decide. Best of luck.0 -

If it helps put things in context we're currently buying in NI - have had an offer accepted of just over 100k on a 4/5 bed (depends if you want a study)...

Quick up date went through our options with mortgage advisor even looking at buying and letting this.
We have sale agreed today at 71k pushed for more but was not happening, another property on street has just been agreed for 68k.
We are going to look at property if do not get anything will rent or move in with parents short term.
We are very scared of unknown and hoping we have made right decision0
