There's no time limit laid down by PoFA or the BPA CoP, but all PPCs seem to use 28 days. But that is only THEIR timescale, and while they think they call all the shots, YOU are entitled to an appeal to POPLA if the PPC rejects your appeal - and the PPC is REQUIRED to issue you with the verification code - without limit of time!Please note, we are not a legal advice forum. Because on the original fake PCN they gave you 28 days to appeal to them and you didn't (I guess you ignored it). So now they are pretending - because it suits them to do so now - that the POPLA code is somehow only allowed to be given in the initial appeal timeframe. Not true at all and PE themselves have given a few people codes very late on.
Keep insisting, be persistent and reasonable with your replies, pointing out that there are no laws or rules to stop them from giving you a POPLA code and their refusal will be raised in any court defence as unreasonable behaviour by a bullying claimant who refused to try to settle the matter out of court using the most suitable ADR.
I see that although you have no proof of purchase for that day, you said this earlier on:

So in fact I would suggest you add a paragraph to tell them this and enclosing (maybe) a copy of a receipt or two from the same month, or a recent Summer purchase or two, in order to show that you are a genuine customer when you visit this retail park. Or a redacted copy of a bank statement from 2013 with any purchase made at the stores on site.
Say that you will be firing off a complaint email to every CEO of those large national retailers within 10 days (and the retail park management) if PE do not either:
- cancel the ticket, or
- provide you with your POPLA code, as reasonably requested on several occasions already.
TRY THAT.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
