Npower Comfort Plus White Meter

Hi,

I currently have a Comfort Plus White Meter with Npower and, since I don't have electric heating I want to be moved on to a normal / regular meter.
I've had a few conversations with Npower, all of which have been fairly painful and they have advised me that I need to get an electrician in to sort the wiring to the meter out and get a certificate of compliance prior to Npower coming out to change the meter.

I've spoken to my local electrician and he has no idea what Npower are talking about.

Can anyone else shed some light on this?

Are Npower just fobbing me off?

    They want you to disconnect any old storage heater wiring and any immersion heaters that are connected to the comfort plus. If you don't have storage heating the property may have had it in the past and no one has yet got around to switching to a standard tariff.
