Gas boiler quote - is it fair?

We're replacing a very old Potterton boiler with a new heat-only boiler. It will be located in the same position as the existing one, although we'll need a plume kit to meet the regulations.
I've received two quotes so far, one of which hasn't met the spec because he's quoted me for a sealed system boiler (and includes removal of the small tank in the loft) . . . I only want an open vent boiler.
Anyway, the 2nd quote I've had from another Gas Safe engineer is as follows:
New Baxi Solo 18Kw boiler
Magna Clean filter
Powerflush
New Condensing pipe to run into an existing external soak away
3 new thermostat valves for upstairs radiators
Take away rubbish
Register with Gas Safe
Total cost: £2158 (and I've yet to find out whether that includes or excludes VAT)
I was expecting a quote for around £1750, because to me, the materials should only come to about £1000. If tha's the case, it means I'm being quoted for £1158 labour for a two day job for two people . . .
Does anyone know whether this is the norm . . any other comments are welcome.

Why not offer 1750 and see if he wants the job still?. To be honest all quotes are 'fair' as they are an offer by the installer to do a job for what he requires that's why they are wildly variable.0
