Unsolicited credit card offer

Hi there,
About 2 months ago we made an application to buy our house under the "right to buy" scheme.
Since then we've had a load of text messages from finance companies offering us all sorts of loans and credit cards.
One letter in particular was from a company called CGS who are based in Poole, in short the letter said for a £49.95 administration fee they'd guarantee us a credit card at a 3% interest rate and a £2,000 credit limit.
Of course we're not dumb and we wrote a letter back saying send us the card and we'll pay the £49.95 set-up fee once we have the card in our hand.
I did a bit of research on CGS and find they're a subsidiary company of 'Post Net' In the beginning the offered looked good and genuine, but after a day or so of researching we found that the company had been investigated by Watchdog back in 2004.
But since then it's been quiet about them and I was wondering if perhaps we'd missed an opportunity?
I'm self-employed and it would be easier for me to have a credit card to put against the business so I can pay for stock over the phone.
The thing is, we've ticked the box that misses us off the public electoral register so even though we're on it, we aren't shown and because I work from a mobile phone, we don't have a land line telephone.
Is there any way to get a credit card without these things without paying through the nose on the interest rates and without having to pay a 'deposit' so in effect I'm spending the money I've paid to the card company and being charged interest/charges for spending my own money?
