Parking Charge Notice

After reading numerous posts in the forum I got a lot of help but I have some questions about my case.
I live far away from Edinburgh and I ve been living to Scotland for 3 years now, I am a student. I recently was able to buy a second hand car because next year I am going to leave from Scotland and I wanted to travel as much as I could this year to actually see Scotland before I leave. My brother also lives in Edinburgh and I drove there to see him and parked on a Private Parking (no numbers no lanes) next to his house that serves a large block of flats (80 flats - 20 car max!) I stayed there for a couple of hours and I received a Parking Charge Notice from Smart Parking the ticket doesnt say ltd or also known as Town City parking. It looks like a receipt from a store. It says to the User , Registered owner or person entitled to possession of vehicle . Nowhere it says fine but a charge of 90 pounds discounted to 45 if I pay within 14 days. There was no photo or anything else . My Brother has parked there a couple of times rented cars while he was moving in his apartment but never got a charge. Having in mind that I am going to leave the country next year or possibly the year after should I pay it. Please help I am a student and every penny counts! Thank you very much

    Just to clarify - you live in Scotland, your are the Registered Keeper of the car and the "event" took place in Scotland ?

    Whether you were leaving or not:

    - no-one should pay a private parking charge.

    - in Scotland there is no appeals procedure - so ignore it and the letters that follow (advice in England/Wales is different because you can actually do a worthwhile appeal here).

    - in Scotland they still have to know who the driver was (and you don't have to tell them, so DON'T!). So the advice that best sums up what you should do is the Watchdog clip on youtube that you will find if you Google 'Watchdog how to deal with private parking tickets'.

    Anyway - you should now ignore everything you get from non-Smart and continue with life.
