My boiler is a Boulter buderus which i believe is now part of Worcester bosch.The book says the system should be set at 1.5 bar.Is this when the system is cold? When the ch. is on the pressure goes up to around 3.0 bar. is this correct?

The quoted pressure will be when the system is cold.
If it's going all the way up to 3.5 when hot, the chances are that your expansion vessel has failed and needs repressurising or replacing.If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
A 1.5 bar increase isn't unusual, but 1.5 cold pressure may be a little high. Bleeding a radiator when cold will reduce this pressure. Get it to about 1.0 and then see how much it rises when the system is on.0
