Cheap Energy Club vs Fixed Tariffs

From what I understand the Cheap Energy Club (CEC) checks each month for you to see if you are on the cheapest tariff so you can change supplier if you wish. However, how does that "work" if you opt for a fixed rate tariff for say a year or even the one that is now for "four winter energy" fix. I would guess that on any kind of fixed tariff a person would already be paying higher than the cheapest tariff (initially) but over a period of 6 months or 2 winters etc would eventually be paying less than the cheapest "fixed tariff" rate so would the CEC be initially advising you to leave your fixed tariff each month?
