Towel Radiator electronic timer?

The main problem I can see with what you are suggesting is not the zoning of the towel radiator from a plumbing or controls point of view, but that your boilers are very unlikely to be able to modulate their output low enough to heat just the towel radiator without cycling constantly (firing up, reaching max water temperature, switching off, cooling, firing up again etc etc).
This cycling is neither good for the boilers lifespan nor is it energy efficient from a gas usage perspective.
Linking it to the DHW as keystone has suggested might be a better option - you could always add an additional zone valve such that you can heat the DHW without heating the towel radiator but not the other way around, this at least gives somewhere (the hot water tank) for the additional heat to be dumped whilst the towel radiator is on.

Heating the bathroom just to dry washing is not very effective or economic. If you're having the heating in there on anyway, then it is.

All good points. Thanks. I'm actually looking into the Honeywell Evohome system which can zone every single room in a house.
I'm not sure that the towel rad coming on with hot water is the right way to go. The way we use our house, we use far more central heating than hot water. If the bathroom is cold, then it needs to be heated and I wouldn't want to have to put the hot water on to do this.0
