Why would it matter if they have an affiliation to america?
All Visa/Mastercards are international; UK Banks are UK.0 -

I've had a look at that grumbler, problem is it is not definitive in terms of which bank's cards will work over there, and mainly mentions those cards which won't work rather than those which do.Thrifty Till 50 Then Spend Till the End

http://wikitravel.org/en/Americans_in_Cuba recommends to "double-check with your home bank to confirm the card's functionality in Cuba specifically".
I am pretty sure that any UK building society card will work, e.g. Nationwide.
MetroBank is another likely candidate and they don't charge for using cards abroad:
"Metro Bank PLC is an independent UK Bank - it is not affiliated with any other bank or organisation ".0 -

I think your biggest problem in Cuba will be finding anything to buy at all except beer, rum and cigars. I tried and failed to buy AA batteries in Havana after 10 days. There are very few retail outlets or shops and good luck finding an ATM. I'd put your faith in cash, dollars come and go in acceptability but Euros seem to be generally OK0
