As soon as they (or their contractor) fail to keep to the plan they informed you of.

But you want the heating fixed, not a tenner for a heater you have had to buy. During the autumn/winter months, one heater is not going to be any good. And this is even if he bothers giving you the money for it. The LL hasn't got a plumber to you yet has he?

I think he is fobbing you off, and I bet you don't even get the money you spent on the heater.

Don't tolerate this; tell him he has 24 hours to get your heating fixed, or you WILL contact environmental health and take further action with no further notice. Back this up with a letter sent by special delivery - today.

recieved check in the post today for the cost of the heater, also had plumber out today HOWEVER he has now condemmed the boiler and put a hazard sticker on it saying it is condemmed,he has also re-capped the gas again (i put £20 on it this morning to clear the standing charge debt because i knew the plumber was coming today....which was obviously money down the drain),He is contacting LL tonight to see what LL wants to do but he says it will proberly be expensive to fix as its a very old back boiler and parts (to make it useable again) arent easily available......Also while the plumber was here he did a gas safe certificate for it however on the "adequete ventilation" section he put no but in the end he said it was safe to use,i can upload a picture if people want to see it but its not very clear.

    Dont quite understand ....
    Boiler condemned
    Gas capped off
    Ventilation not adequate

"in the end he said it was safe to use" ... What was safe to use? This doesn't add up with the previous three statements.

Exactly what i was thinking as i read it

I didn't clarify that when i say "in the end he said it was safe to use" i meant that in the last box on the form where it says "is appliance safe to use - Yes/no) he put Yes,I'll upload a picture and hopefully you can read it

Cant get a clear picture but the boxes for "Adequate ventilation" it says No and In the "Details of any faults" it says:

1.Pilot gas supply take rusted through
2.Boiler and Fire need a service
3.No ventilation grills for boiler or fire
    4.Gas meter not securely fitted
    5.Gas capped at meter
