DVD/Audio Movie Creator Software Help

I am hoping to create as a wedding gift a DVD photopresentation of my sisters baby pics and that of her husbands on the day of the wedding. Basically the pictures of when they were babies to present growing up including family and friends. I want to add audio to this aswell and some effects.
Want to create a 5-10 minute presentation which i am hoping to play at the wedding.

Basically I was hoping if someone is able to reccomend some software to acheive this without breaking the bank! Freeware would be good.
I want the pictures to flash on in sync to the music maybe and other cool effects like that.

I think i have a clear vision of what i am hoping to acheive but its a question of getting there.

Any help will be greatly appreciated.

http://www.dvdflick.net/ Converts many formats to DVD format so it plays on most if not all DVD players.

Virual Dub Mod http://virtualdubmod.sourceforge.net/ for editing and cropping cutting overlaying music to AVI files and much more and then can be transferred with DVD Flick to DVD format.
