Faulty Telephone line

Returned from holiday on Tuesday night to find a serious fault on my landline - severe crackling which makes it impossible to use phone. Reported to PlusNet who arranged a callout with Open Reach for today.
Upshot, 4 engineers, need to rewire from pavement to the house, coming back Wednesday to finish the job. The engineer has dug a trench for the new cabling (I had to dig up all my plants from the border from pavement to the house). He has only dug it about 6" deep and said this will be fine.
I don't think so! I will want to replant the border and we also suffer severe frosts here in the winter.
Can I ask him to dig deeper and stick to my guns about it? Should I just bite the bullet and dig a deeper trench myself this weekend?
