Yes you need a license etc law change apparently 2yrs ago. Hope that was helpful to :0)

Id be more concerned what your insurance company said rather than a council. And as mentioned earlier theres the crb stuff too.0 -
Just so it's clear for other readers, if you aare not being paid, you do not need any specific licence, or insurance to transport either relatives or friends children.0

If you give some one a lift, they can make a non-profit contribution to the fuel cost, and they would be covered under your insurance as they are a third party (as would your own children-who could sue you if you crashed and injured them) .
The child is just someone you give a lift to ?
The confusing bit would be if you were a paid child minder and charging for looking after them.0
