Parking Ticket in Residents Parking

Hi
I'm hoping someone can help me. In February a parking ticket was issued whilst my car was parked at a friends house in their residents carpark. This carpark is only accessible through a gated entry which the resident must allow access to by opening the gate.
The ticket was issued as vehicles parked there are supposed to have a residents permit which wasn't in the car at the that time.
The original notice was given by CMS but the correspondence address is PCN Parking Services. I ignored it originally as I thought it was a scam as the car was parked in the space rented/owned by the person who owns the flat. If it is their space allocated to their property, how can they issue a ticket?
In hindsight and after reading some threads (thanks to all those that provide the information) I realise I should have appealed it earlier. Yesterday I received a letter from Roxburghe stating that they have been instructed by their client (CMS UK LTD) to collect the fee which has now jumped up to £150.
In addition to the above, the registered keeper was not the person driving the car.
What I'm concerned/confused about is:
Should I contact them to deny the debt or make any contact with them at all?
Can they progress this and take me to court? I'm really against scams but the amount of time and stress to endure if it progresses that way may not be worth it.
Any help would be gratefully received.

What does the persons lease say on the parking space ?Be happy...;)0

Given the driver wasn't the registered keeper then the RK should send a letter naming the driver and providing a serviceable address.
This will then allow the driver to appeal.

NOT if the original PCN was a windscreen one, because the driver has already had their Notice.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I see where you're coming from BUT where in POFA or the BPA CoP does it suggest that the RK can't refer the "ticket" back to the driver even after the driver got a sticky ticket ?
To give an example, say Parking Eye stuck something on my windscreen but I ignored it. They would write to the RK ( i.e. my partner ) and she would write back saying she wasn't driving but Mr Hovite was.0 -

Do you think that many of the PPCs could work this out for themselves?
