Frozen Credit Card - can I use it for a balance transfer?

I had a Paypal credit card, which was then transferred to Santander and they then stopped offering it. I was advised that my interest rate (just over 12%) would rise, so I asked to freeze the account (I had not used the card for a year anyway) and I have been paying just over the minimum payment since then (now owing approx. £2,800). I also have a Vanquis card, which has £2,600 owing, and is a much higher interest rate. After getting my latest Santander statement today, it suddenly struck me that I have nearly £1,200 'available to spend' on that - and would it be possible to transfer £1000 from the Vanquis card?? They quote a 3% fee on the back of my statement - and interest free for 17 months is quoted on their website. However, of course, what with it being frozen, I do not know if they would allow a balance transfer. Any thoughts?

Thanks for your quick reply. I thought that would be the case (which is why I hadn't phoned them to enquire). Oh well, will keep paying off the Vanquis card as quickly as possible, and then pay off the Santander one.DEBT FREE IN SEPTEMBER 2022, after 33 years of debt!
