I never used party chat in the whole 5 years I owned an Xbox. I won't use party chat on the PS4 either.
If I'm chatting with my mates then we're all the the same game.0 -

Not on this generation but PS4 and/or XBoxOne are going to offer some features like this. Both look pretty interesting, I'll quote wiki for you:
PS4
"Gamers can browse live video of titles their friends are playing through the PS4 interface, with cross-game camera and microphone inputs, spectate or assist in their game to help them overcome difficult obstacles, and broadcast live video of one's own gameplay"
and
"The DualShock 4 controller includes a "share" button, allowing the player to cycle through the last 15 minutes of gameplay to select a screenshot or video clip appropriate for sharing. Media is uploaded seamlessly from the console to other PSN users or social networking sites such as Facebook and Youtube"
XBox One
"Xbox Live Gold subscribers will be able to use the Upload Studio app to edit and share clips from the last five minutes of gameplay footage that is automatically recorded by the console"
So.....
On paper the PS4 looks like the more social machine, we haven't seen any clear details (yet) of just how this cross game camera and (in particular) how the control other players games will work - will Trophies be disabled for instance.
Bit of a long answer there sorry but the next gen consoles coming in are set to be much more than just the group chat box's they are ATM.0 -
Basically if you were playing a large multiplayer game with 3 or 4 friends then you could be in party chat and talk amongst yourselves but not talk with/hear the rest of the people you aren't friends with on the multiplayer game chat.0

Yes, correct. It can also be used outwith a game also, so you can all play different games if you so wish and still be able to chat.0

If my understanding is correct, you can have private party chats with friends if you're playing a multiplayer game, or you could join the in-game public chat and talk to every player?

Yes, correct. Rockstar can't remove/block party chat as it's provided console-side rather than game-side.0
