My friend ha money they want to invest but aren't sure what to invest it in I suggested premium bonds they prefer isas

Premium bonds on average return 1.3% tax free.
Of course you could me more or less lucky than average.
If you're a basic rate tax payer than in general savings accounts would be better (bear in mind you pay income tax on savings interest).
So in general a savings account would be better.
You can also put £5760 in a cash ISA which means you don't pay income tax on the interest.

What you really want is a savings account, even though they are often poor options nowadays.
Read through the board and the best savings options are in current accounts with nationwide, Santander, lloyds etc
Also regular savers can pay a good rate so circulating your money through those can also be worthwhile.0
