Is This Fraud? (Charity)

Chief officer of a national charity has been raising sponsorship money to take part in a charity fundraising event, which took place recently. Donations for which activity are still being requested on the website.
S/he has published an online account of their experience of the event.
It appears that s/he did NOT attend the event, nor did anyone else from the charity.
Is this fraud and if so what steps should I now take?

    Did the money still go to the charity? Would the charity have deserved those donations regardless of the chief exec doing the activity? Probably some misrepresentation but there could be a valid reason (eg injury, sick daughter on the day, etc.)

    Chief Officers don't usually attend these events they will send volunteers. just because they still ask for donations on the site for the activity is not wrong ( look at the bbc red nose day site, you can still send donations).

    how do you know they never attended or they did not send some volunteers to the event.
