Working full time,get working tax credit,can I get housing benefit?

My friend is single,works full time,earns £220 per week + gets £130 per month in working tax credit..
He stays in a 1 bedroom flat,rent is £310 per month,council tax is £95 per month
Would he be entitled to housing benefit?I understand he should be eligible for single persons discount for council tax
Any help/advice would be appreciated..

No. Why would someone who takes home over £1000 a month inclusive need help with a rent of £310 a month?
It is for low income households, and that is not a low income.0 -
