housing benefit and service charge

I'm just wondering if anyone can help me, I have just been offered a flat though the housing register, it is affordable rent rather than social rent. I know that my housing benefit will cover the cost of the rent but there is also quite a high service charge of £18.50 per week, I don't if I will be able to afford this and may mean saying no to the flat which I really don't want to do as who knows when Ill be offered something else, does anyone know if there is anyway housing benefit or anything else would cover this or even part of it?

    What does the service charge cover?
    It's someone else's fault.
