Dog insurance

It seems only 5 mins since i was complaining about the dogs insurance but it has been a year! he is now about 14.
I am with the RSPCA (until wed) underwritten by AXA. they are no longer under writing insurance so I have to change companies. All quotes I am getting seem to be limited to £1000 per year, excluding pre existing conditions, with £100 excess and 20% of the fees. Looking through the exclusions practically everything would be excluded! Even should the worst happen, nothing would be covered because of his age.
He tore his cruciate ligament about 5 years ago and at the time said there was possibly some mild arthritis in his back legs (therefore pre existing). He is very slow now but quite happy to walk and doesn't seem in any pain currently.
He has a fatty lump on his side, at the time he was to have it removed they said his kidney function meant that he probably wouldn't make it through an anaesthetic. So he didn't have it removed. although i ordered a form i never claimed, but it is still classed as a calim.
I am considering this time putting the £40 a month to one side, and perhaps just getting the 3rd party insurance from the dogs trust. However, part of me feels that to do this would be like writing him off.
What would you do?

Just checked with the vets and most of Wombles history would means that except for diabetes everything is excluded!0 -
I know you said that the RSPCA policy was underwritten by Axa who are no longer underwriting pet policies but if RSPCA are continuing to sell policies underwritten by another insurer can you not just renew as normal and therefore continue to be covered for all pre-existing and future conditions?0
