Target Parking sending bailiffs?

I borrowed my friends car while she was on holiday and got a PCN in Plymouth for parking incorrectly (it wasn't actually parked incorrectly). The parking attendant told me not to worry about the ticket as it probably wouldn't even come through the post, and that he only put it on the car because the owner of the premises I was allegedly parked outside was nagging him to do so (I have a witness statement to back this up and have the attendant's name).
I've followed all the rules, sent off the letters stating they should be corresponding with me as I was using the car at the time, and that I still wasn't paying it as it is unfair (£140?? I was there for two hours!) and they are still sending the car owner letters, and now threatening bailiffs. Now, if this was my house and goods they were trying to take away I would be more than happy to let this drag on, but it's my friend and her husband and car and child (don't think they are likely to take the husband and child as payment). Where do I go from here? Does anyone have any ideas?

They are breaking the law if you can prove you have told them you were driving and also threatening you with bailiffs. Can you post the relevant threat wording?
Who is the PPC? Complaints to BPA, DVLA etc are a must.
No one can take anything without a court order.0 -
Are they actually stating they are going to send bailiffs, or does actually say they are going to send powerless debt collectors ? The only way bailiffs will turn up is if it goes to court, they win , the judgement is not paid within 28 days, and they return to court and pay to appoint court bailiffs.
This is not going to happen, so tell your friends not to worry. They will not turn up, they will not go to court. And as its probably to late to use popla ignore everything short of a letter before claim, or a small claim.
And do what guy says, complain !When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

No they are not, they are threatening debt collectors (LOL!). Bailiffs are NOT debt collectors, completely different.

I clicked on 'pay' and it prompts you to put in a ticket number starting with 9 so I put in 98645621 (made it up!) and it took me to the payment page to send the £141.50 as a contribution to their Christmas jolly, no doubt:

Anyway YOUR FRIENDS must write and tell them the name and address of the driver (not you writing to tell them). zzzLazyDaisy posted a good example letter to do this, only this week. That then discharges your friends' potential liability and will get you a Notice to Driver (then you can appeal as should have been done at first).
Read some other threads to learn more and look at zzzLazyDaisy's posts to find the template letter which I think is on ordinaryJoe's thread. I won't search for that thread because I don't post links when I think it's better that a newbie finds their way around the forum sooner rather than later. You will need to be able o search and read around the forum to learn how to appeal once your friends have written to say you were the driver. I know you have written already, I know that. But your friends must write because that then absolves them completely and they can be sent no more letters after that, or it would constitute harassment.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
