    If a patron/visitor of the site can have this charge cancelled on production of a receipt, bank statement, booking form, or event sheet, etc. why is there no mention of this on the signs in the car park?

    That's a standard reply, seen it before. I expect someone has briefly skim-read your letter and pressed a button to send the standard 'receipts needed' reply.

    So write again (sorry but you need that POPLA code) and say again that the driver has no more receipts, or tickets, as a week after the visit she disposed of them, having paid in cash for everything.

    State again that, under the Equality Act 2010, being elderly and with Diabetes, she is classed as disabled with protected characteristics, and cannot be held to the parking time limit. To pursue the matter further would be disability discrimination by not making 'reasonable adjustments' of time.

    Finish by demanding a POPLA code again.

    On the 9th Sept I linked a version of a complaint letter you could use to the establishments on site. Have you sent that yet? If not, just adapt it to suit your case & send it off as well.

    Yes I did. I wrote in to all the establishments she used, and complained. Nothing. No response as of yet.

    Update:

    I went last night back to the cinema and the bowling complex to speak again with the Managers. The cinema said they can't help at all, the chap shouldn't have taken my details, as they are merely tenants and can't do anything. He said they aren't happy as they show a lot of Bollywood movies that can last just over 3 hours, and if you add in a meal before or after, at the waitress service restaurants opposite, who share the car park, you easily go over the 4 hours limit. He said they have a lot of complaints, and are awaiting Car Registration Plate Machines from the company, to be installed, where patrons can enter their details and be exempt from charges. He said there was nothing he could do about my situation. So I begged literally for the event sheet of the day, which he gave to me. I scanned and emailed that through, as on the standard reply, it said about Event Sheet being suitable evidence. I got home, and emailed it immediately at 10:30pm. The Bowling Alley Manager was off duty, so I intended to go back and see him tonight.

    However, I got this email from the Bowling Alley Manager this morning. He had been in contact with ParkingEye, and got a response from them:

    " Thanks, on this occasion we will cancel the PCN

    In future can you refer all motorist that are asking you to cancel PCN to appeal directly to ParkingEye, as stated in the user manual you should not be getting involved with cancellation requests.


    The motorist has appealed in directly to us but we have requested proof that she was a genuine customer and from the below email and what she has said to us the “situation” for their overstay has changed dramatically. "

    I'm not sure what 'situation' had 'changed dramatically' - but honestly, I don't care. I am soooo happy with the Bowling Alley Manager, for chasing it through, and helping get an immediate resolve. I'm going to take him in a thank you gift. He must have so many to deal with.

    Well done for being tenacious. Not nice to see PE warning their client 'not to get involved' though. What else is a customer-facing Manager supposed to do, other than get involved on your behalf if you are angry and upset?

    How dare they try to get all their clients to fob off their OWN customers!

    Parking eye are the agents of the reatil Park/cinema/bowling complex and if the principal tells the agent to cancel the agent should do so.

    One possible solution for Parking eye causing trouble at this site: Heavy duty bin bags, placed over parking eyes cameras secured with a bit of tape.
    All it needs are Two people with High vis, Hard hats etc ( to look the part ) and a ladder. job done, intrusive cameras disabled, car park secured.
    If parking eye are such a problem for the cinema, perhaps the cinema could carry out this minor task, if bin bags work for VCS at the peel centre, then i'm sure that they would also work on parking eyes cameras.

    I hadn't actually heard anything from Parking Eye themselves, to me directly, but didn't really pay any attention as I had that other email. While the result is the same - I literally just received this email from Parking Eye Car Park Management:

    Dear Sir / Madam,
    We refer to the Parking Charge incurred on 31 August 2013 at 17:04:37, at Leisure West Complex car park.
    On this occasion as a gesture of goodwill we will be cancelling this charge.
    However, if future visits to this car park are made please take note of the parking regulations on the signage throughout the car park and adhere to these, as it is applicable to all motorists using the car park.
