Points on Licence

I got 3 points on my licence in Feb 2009 and a £60 fine.
I understand they expire after 3 years but you have to keep them on license for 4 years.
Just looking into this and seems I have to send license off and pay £20.00.
If I don't bother sending license off does it affect me in any way?
Will I have to declare them to future insurance companies after 3 or 5 years as points are expired? Unless of course they ask if I've ever had a conviction for motoring.

Points and the motoring offence have to be declared for 5 years as the points have the same duration of the fine under the Rehabilitation of Offenders Act.
Leaving them on the licence should have no effect although there could be an argument if somebody is asking for a clean licence, sees the entry but does not understand the rules.This is a system account and does not represent a real person. The points won't count fot totting up after 3 years. After 4 you can buy a new clean licence if you want, but it's up to you.
You need to continue declaring them to insurers for 5 years.0 -
Changing your address is free, and, like any 'transaction', should result in expired endorsement being removed.

They can ask whatever they like, but for a minor traffic offence - after 5 years you can perfectly legally lie to your insurer and say you have never been convicted (even if you were). A Fixed Penalty notice counts as a conviction for this purpose.
The law is there to prevent criminal convictions from blighting the rest of their lives.
In practice, insurers don't usually ask for information which you are legally allowed to withhold.We need the earth for food, water, and shelter.

Only real reason you'd want them taking off is so that they aren't visible when you have to show it to somebody (e.g. a potential employer)
It's less of an issue now that people who are just using the licence for ID can use only the photocard part, and many checks are done electronically.
May as well leave them on until it's time to make a free change, e.g. moving house or changing surname.0 -

Hypothetical situation. If you just happened to have to move in with your parents for a couple of months, you would have to tell them of your change in address, which will get you a new points-free licence for free. Then when you move back, tell them again and you'll get another free one.
Since you can do this online now, you don't even need to pay the special delivery costs to make sure it doesn't get lose, just send them the ole one(s) back second class and get a certificate of posting.
Obviously I would not suggest that anyone pretend to have moved temporarily just to avoid the £20 fee as that would be naughty.0 -
