PCN North Manchester Hospital.

I received a Parking charge notice letter to my home address on the 8th of August 2013 for £90 from APCOA for parking out side a building (not a designated parking area) at North Manchester Hospital. It was double yellow lines and I parked there for 5 mins to get patient notes for a clinic. I have little choice as allocated parking is a distance a away and patient notes are heavy to carry and I am really running in and out of the building. They had photographed my car from the rear.
I appealed the letter as this was the first I heard of the PCN, i.e I did not have a PCN notice stuck to my windscreen / door etc. This has happened in the past, and APCOA has never replied any appeals and I have paid as I have generally lost the nerve.).
On the 22nd of August (14 days later) I received a letter from Roxburghe stating I owe them £138 as "our client has not received payment or any valid dispute". I ignored this letter.
On the 4th of September I received a letter from GPB solicitors stating that I should contact Roxburghe or the charge could go up to £207 and that legal actions could be taken in county court.
What do I do
1. Ignore
2. Pay up
3. Offer to a discounted payment of £30
Also
1. Can they take me to court.

Not confirmed yet whether in that case, the poster has genuine court papers or not (so watch that space next week), but YES, anyone can take anyone to small claims if they think they are owed money.

You missed a trick - if you had looked at current advice (i.e. any front page threads on this forum, not old ones) in August when you got the postal ticket, you would have known to appeal it and win it at POPLA. Too late now as you are past 28 days. Things have changed, POPLA is easy to win at - should have read threads & learnt about it and you'd be halfway to getting the thing cancelled by now.
BUT two questions for you which may give you grounds for complaint to the DVLA and BPA about APCOA, which could get it cancelled:
- was the first letter received within 14 days of the incident?
- please study the letter (first one) does it refer to the Protection of Freedoms Act 2012 and does it suggest that the registered keeper may be liable if they are not told who was driving?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi there, whilst I am not a solicitor, I am somewhat expert where Roxburghe are concerned....Firstly yes they can take you to court if they dare and as far as I am aware, GBP haven't done court yet on behalf of this lot...
In fact Roxburghe rarely do court (unless it's me
and they dont do popla either as it costs money to them...All they want is your long card number....
It was the same old set up at the same address with Graham White Solicitors who mysteriously are still registered at the very office GPB occupy now since the GW solicitor went awol in may 2013.
On the balance of probabilities lol your letter from GPB has been sent by roxburghe in the hope you cave in......Worry not !!!!
If by some remote chance you do get Northampton Court Papers after a Letter before Action, come back on here immediately...I have never heard of a solicitor who does not reside at Roxburghe's address that writes to you, begging you to call Roxburghe except our old friend Graham White
Dont let them fool you with big words.... the claim must look like this, and only this as GPB act for Roxburghe Not the Trust.....

Lets face it, if this wasn't a scam, ask yourself why didn't the trust go straight to GPB or APCOA go straight to GPB......(not that they would have won)
In your defence you make a fair point, you admit being there to do your job and lift heavy loads...as long as you were not causing obstruction, double yellow lines on private land cannot be enforced0 -
Please read the letter carefully. If the letter from GPB refers to Roxburghe as their client, then no, they can't take you to court as Roxburghe have no right of action (they are just debt collectors).
BUT if it states that APCOA is their client - then they are acting on behalf of the parking company and CAN take you to court (and GPB have started doing this).
If the letter is headed up 'Letter before Claim' or 'Letter before Action' or ' Letter before County Court Claim' please do not ignore it, but go on the offence and use the Practice Direction against them.
