wrongly priced items

I purchased a sports bag online and made payment through my Paypal account, I have now been told by the seller that the item was priced wrong. They refunded my account without my permission and refused to send the item. What is my next step to get a result. Thank you

Years ago it was considered a contract was formed when payment was taken as they were mostly face to face or postal transactions.
As internet shopping automatically takes payment in most cases, it is now considered that the contract is formed on dispatch of goods, unless otherwise stated in T&C, as this gives the etailer time to check for misprices.
A lot of dropshippers allow their wholesalers to autoupdate prices which causes problems if they accept the contract on payment, though they should have procedures to check orders before dispatch.0
