I was 'stopped', engine running, not parked as such, in a Mecca bingo car park (6.45am) and was photographed by a jobsworth employee.
Without going into all details, I ignored all letters sent to me and after letter eight, all correspondence ceased. I had the offers of 50% discount, the court threats, the change of debt collection agency etc etc.
My advice is to ignore and it all goes away.

Trouble is the advice to ignore has changed now. This no longer works in every case and in England & Wales we now have a POPLA appeals system that we know how to win.
I don't want newbies to think the current advice is to ignore when in fact that was months ago and beyond. The advice is to APPEAL and COMPLAIN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

op, popla doesn't apply to ALL PPC's ....so ignoring is still best for those companies that are not subject to popla.0

Also, some PPCs are now trawling back through their stash of 'ignorers' and issuing a Letter Before Claim (also known as Letter Before Action and Letter Before County Court Claim) with a view to commencing court proceedings.
They can go back 6 years, so even old ignored PCNs are being resurrected in some cases (I've seen some dating back to 2009 recently).
So if you have been ignoring and get an LBA / LBC / LBCCC threatening county court proceedings - do NOT continue to ignore as there is a high possibility you could end up defending a county court action.

Good point. I suppose there may be some scammy scamsters who are not on the BPA list of Approved [STRIKE]scammers[/STRIKE] Operators, who would not have access to DVLA or POPLA, and who therefore could be safely ignored...

However, the number of non-AOS PPC cases we get are minute in comparison and until we can confirm with the OP that the PPC is not an AOS member, then 'ignoring', in my view, should not be recommended - too risky (as Jim Davidson might say!)Please note, we are not a legal advice forum.
