The police frequently will decline to accept details of such crime from the public.
In this case Nationwide infer it is first party fraud.
So what is needed is a crime reference number.

He rang nationwide immediately and explained the situation and they said they would investigate and if they were fraudulent he would be refunded. Today however he has recieved a letter saying after investigation they do not believe the transactions are fraudulent and so will not be refund any of the money.
Any help would be very much appreciated!
Did he speak to the fraud team?
He should have been refunded straight away, while the investigation was started.
Given the letter you have received. I would be ringing up and starting a complaint.
If this goes to the FCA nationwide are on a hiding to nothing. Breech of PSD (Payment Services Directive)

Just so. Can any of the banking insiders who post here explain why, in my experience, banks/building societies are so wet about getting the police to track down the fraudsters, even when they should be able to trace, for example, the address to which fraudulently ordered goods were delivered?
It is down to the retailer to get the police involved as they are the losing party....
And surprise, surprise the ONLY people who actually know WHAT was ordered and WHERE it went....
Card providers have NO IDEA of what was bought or where it went....
