    What do you mean by backlash?

    I really do think you are worrying without due cause. The vast amount of child abuse (if that is your concern) is carried out by a close relative, or someone known to the family.

    If you are still worried, why not go down to the local police station, and have an informal chat with the person on duty. They should know the law, and if not, they will know someone who does. If you get no joy, try a larger station.

    It would depend on whether the 'private road' is private property or a public right of way. If it's the former then get in touch with the PCC.
